WCWRPC Sewer Service Area (SSA) Fee Schedule

On September 10, 2026, the WCWRPC adopted the following fees for SSA plan administration.

Fee Information

​

Fee Schedule – 208-Conformance Reviews

WCWRPC is the sewer service area (SSA) Plan Administrator for the Chippewa Falls-Eau Claire Urban SSA Plan and conducts the 208 conformance reviews for this area.  The following is the fee schedule for 208-conformance reviews:

                 Base Review                                                                                              $450

                 Base Review + ESAs within the Immediate Service Area                   $800

                 Base Review + Special Conditions/Circumstances                              $800

                 Base Review + ESAs & Special Conditions/Circumstances                $1,150

The above will be a non-refundable, fixed application fee.  Once application review has commenced, WCWRPC may invoice additional fees if ESAs or Special Circumstances are later encountered as part of the review.

Fee Schedule – SSA Plan Amendments

WCWRPC is responsible for administering and reviewing SSA Plan amendments for the Chippewa Falls-Eau Claire and Menomonie urban areas. SSA Plan amendments vary greatly in time required and complexity. The following is the fee schedule for Plan Amendments:

                Minor Environmentally Sensitive Area (ESA) Amendments (< 1 acre impacted)    $ 1,500

                Other Environmentally Sensitive Area (ESA) Amendments (1+ acres impacted)    $ 2,500

                Type I Boundary “Swap” Amendments                                                                          $ 3,500

                Type II Boundary “Addition/Subtraction” Amendments                                              $ 3,500

                Type III Holding Tank Service Area Creation or Amendments                                    $ 5,000

The above will be a non-refundable, fixed application fee paid by the applicant municipality.  Upon completion of the work by WCWRPC (typically following a WDNR decision), the applicant municipality will be charged the actual costs to WCWRPC less the application fee.

Fee Schedule – SSA Plan Updates

Regular reviews and updates to a sewer service area plan are anticipated every 5-10 years.  Since the scope of such updates varies by urban area and circumstances, there is no fixed cost for a SSA Plan update.  WCWRPC’s fee for facilitating SSA Plan updates will be charged at cost, typically with funding provided by WDNR or the sewered communities in the urban area.​

Payment should be made by check and payable to West Central Wisconsin Regional Planning Commission. ​
